Madame First Lady,

As you requested, here is the most up to date information I have on Alexis Barnes, the rogue Sentinel in residence here at the complex. I've also enclosed a copy of her dossier, as I've been assured you have the appropriate clearances to be reading this.

It has definitely been an interesting situation to watch the transformation of this woman since she's come into my custody.

I've heard the stories about her run-in with Jim Ellison and Blair Sandburg; I even have their affidavits from her dossier. Seeing the photographs, the doctors' reports detailing Blair's death, chills me to the bones. No one should be able to get away with something like that.

But then I'm reminded of what she's had to go through, without her Guide for all these years. If we take into account the information gathered on her by Interpol, the FBI, and the CIA, it has become easy to see the progression of events that led to her becoming a rather good thief before her altercation with Jim Ellison and Blair Sandburg. In some ways, it leaves little to the imagination for what happened when she ran into Jim and Blair. Basically, her animal nature took over, that innate mating urge that appears to be overwhelming when Sentinels of the opposite sex come near one another. It appears to override all rational thought in the Sentinel, particularly if there is no Guide-mate to balance out the animal urges in the Sentinel. So it was for Alexis Barnes when she came across Jim and Blair. From their accounts, she saw Blair as a threat, hence her attack and his subsequent death. Thankfully, he was revived to be able to give us more information on the situation, as well as his own theories on the rogue Sentinels.

Blair and I have been sharing information back and forth, trying to coordinate this research you've requested. He's given me carte blanche access to all of his information over the years. It has been a daunting task to read through his copious notes, not to mention the original texts they are based on. But at this point, I think I can safely say that I am quite nearly as knowledgeable about the Sentinels and their Guides as he is.

In researching how Alexis Barnes became the person you've seen here in the complex, I was forced to take a look at the handful of other Sentinel-Guide pairings as a form of comparable reference. As you well know, any kind of research needs a control of some sort and there are only two other fully adult Sentinel-Guide pairings known to us at this time. One of these pairings can't be allowed anywhere near Alexis Barnes for fear of the reprisals. I've therefore been forced to use Candace Bogart and Catherine Willows as my control pair. The three juvenile Sentinel-Guide groupings are also being monitored for any signs of variation, but they are just as susceptible to problems as our lone rogue Sentinel.

There have been some very interesting trends developing in the lives of these Sentinels and their Guides; as well as in their genetics-carrying family members and friends. These trends are showing me that more and more of what we have believed up until now as myth, legend, fantasy, what have you, are perhaps far more true and real than we'd have imagined. A major, defining force throughout my life has been the study of mythology, cult worship, ancient legends, and their effects on humanity at large. In some ways, it's what has helped me in trying to determine ways to find Sentinels and Guides. Perhaps, one day, we might even find a way to pinpoint where Sentinels and Guides are, and potentially match them up. But, I admit, that is probably quite far-fetched at this point.

With this letter you will also find enclosed a series of CDs, DVDs, and a binder of papers. As I've been doing the research of testing Alexis' abilities versus Dace and Jim's, I've been also seeing the correlations of special abilities among the others who live here or are bound to these people in one form or another. Those that live here in the complex have a rather vested interest in Alexis' wellbeing, and have all spent a good deal of time with her on several occasions, if only to allow me to watch their interactions. In doing so, I've asked them to give me examples of things in their lives that may or may not help in determining a method of stopping the issues inherent in rogue Sentinels.

Some of the stories included are from people who don't live here on the complex, but are somehow involved in the lives of the three known female Sentinels, including Kaitlin Olivia and Sandra Karen Bogart, the infant twin daughters of Dace Bogart, who are suspected Sentinels bonded to Rose Marie Moreau, the toddler daughter of Alexandra Moreau.

Some of the people whose stories are included have abilities of their own, and we have become to recognize them as what we call "Partials." For the most part, these Partials are genetic carriers of the Sentinel-Guide strain who also exhibit some of the abilities inherent to the Sentinels. Usually, Partials show only one or two abilities, in varying degrees of acuity, but always to a more pronounced degree than a normal human would have. Examples of people we've deemed as Partials are Darya Farazell, Davinia Farazell, and Zoelle Goldston. There is further speculation regarding the genetic predisposition in Kerry Weaver, given her relationship to Janet Fraiser, the mother of Crystal Artemisia Fraiser, who has been determined as a Guide for Emily Jane Farazell-Taylor.

What all of these stories have shown me is a very intriguing cross-section of people who normally might not be as inter-related as they currently are and, as I've transcribed and compiled the stories these women have given me, I’ve further noticed a rather unique correlation to the well-known Old World divination method known as Tarot. While Tarot readings are widely regarded as speculative and simple entertainment, to some they are used as a vital archetypal tool that allows for a kind of psychological study. Just as Freud applied his own archetype to describing consciousness and personality in his Id, Ego, and SuperEgo, each card when applied can give us insight to underlying issues. The stories enclosed have been placed in the order I received them, if only for purposes of keeping my data in order. As I compiled this information, the meanings of the twenty-two Tarot cards known as the Major Arcana played in the back of my mind.

I fully realize that assigning the meanings of these twenty-two cards sometimes known as the Strega deck to the twenty-two stories included is entirely speculative. The divinatory and archetypal qualities of the Tarot aren't an exacting science, nor are they necessarily one hundred percent perfectly matched to the stories I've gathered. Their inclusion in this report is merely a tool to guide the flow of the information presented.

I've little doubt that the information enclosed for your perusal will not be the last of its kind. I will continue my studies, particularly focusing on the juvenile Sentinels and Guides as they grow up and grow into their abilities. As new discoveries are made, I will make sure to keep you apprised of these new developments.
